Astfel, profilul directorului unit\u0103\u0163ii de \u00eenv\u0103\u0163\u0103m\u00e2nt este fundamentat pe o abordare competen\u0163ial\u0103 integrat\u0103, care redefine\u015fte func\u0163ia managerial\u0103 ca profesie distinct\u0103 \u015fi strategic\u0103 \u00een cadrul sistemului educa\u0163ional. Astfel, managerul \u015fcolar este conceput ca lider educa\u0163ional \u015fi conduc\u0103tor al organiza\u0163iei \u015fcolare, responsabilul dezvolt\u0103rii unei culturi institu\u0163ionale orientate spre \u00eenv\u0103\u0163are, incluziune, performan\u0163\u0103 \u015fi colaborare. Structura profilului este organizat\u0103 pe patru niveluri complementare: axiologic (valori), transversal (competen\u0163e generale), profesional (competen\u0163e specifice) \u015fi func\u0163ional (descriptori comportamentali), fapt ce reflect\u0103 o viziune sistemic\u0103 asupra rolului managerial. \u00cen plan opera\u0163ional, documentul identific\u0103 cinci domenii majore de competen\u0163\u0103: leadership educa\u0163ional \u015fi orientare strategic\u0103, management opera\u0163ional \u015fi administrativ-financiar, managementul calit\u0103\u0163ii \u015fi utilizarea datelor, dezvoltarea resurselor umane \u015fi consolidarea rela\u0163iei \u015fcoal\u0103-comunitate. Cu alte cuvinte, viziunea managerial\u0103 va fi dominanta care decide dezvoltarea institu\u0163ional\u0103. Aceast\u0103 configurare eviden\u0163iaz\u0103 tranzi\u0163ia de la un model administrativ tradi\u0163ional la unul bazat pe leadership transforma\u0163ional, luarea deciziilor informate \u015fi responsabilitate public\u0103, \u00een concordan\u0163\u0103 cu exigen\u0163ele <em>Legii \u00eenv\u0103\u0163\u0103m\u00e2ntului preuniversitar nr. 198\/2023<\/em>, legisla\u0163ia conex\u0103 \u015fi cu tendin\u0163ele europene \u00een domeniul managementului educa\u0163ional.<\/p>\n\n\n\n<p>\u00cen primul r\u00e2nd, <em>competen\u0163ele de leadership educa\u0163ional \u015fi orientare strategic\u0103<\/em> vizeaz\u0103 capacitatea managerului de a formula \u015fi implementa o viziune institu\u0163ional\u0103 coerent\u0103, fundamentat\u0103 pe valori precum echitatea, incluziunea \u015fi calitatea. Directorul are rolul de a mobiliza resursele organiza\u0163iei, de a inspira \u015fi motiva personalul didactic, precum \u015fi de a facilita procesele de schimbare \u015fi inovare. \u00cen acest sens, leadershipul nu este doar unul formal, ci presupune influen\u0163\u0103, coeren\u0163\u0103 decizional\u0103 \u015fi capacitate de anticipare a evolu\u0163iilor din mediul educa\u0163ional.<\/p>\n\n\n\n<p>\u00cen al doilea r\u00e2nd, <em>competen\u0163ele de management opera\u0163ional, administrativ \u015fi financiar<\/em> includ planificarea, organizarea \u015fi monitorizarea activit\u0103\u0163ilor institu\u0163iei, gestionarea eficient\u0103 a resurselor materiale \u015fi financiare, precum \u015fi respectarea cadrului legislativ. Managerul \u015fcolar trebuie s\u0103 asigure func\u0163ionarea optim\u0103 a organiza\u0163iei, s\u0103 elaboreze bugete, s\u0103 gestioneze proiecte \u015fi s\u0103 implementeze mecanisme de control intern, \u00een condi\u0163ii de transparen\u0163\u0103 \u015fi responsabilitate public\u0103.<\/p>\n\n\n\n<p>Un alt domeniu esen\u0163ial \u00eel constituie <em>competen\u0163ele de management al calit\u0103\u0163ii \u015fi utilizare a datelor<\/em>, care reflect\u0103 orientarea sistemului educa\u0163ional c\u0103tre performan\u0163\u0103 \u015fi evaluare continu\u0103. Directorul trebuie s\u0103 utilizeze indicatori relevan\u0163i pentru analiza rezultatelor elevilor, s\u0103 interpreteze datele educa\u0163ionale \u015fi s\u0103 fundamenteze deciziile manageriale pe eviden\u0163e. Totodat\u0103, acesta este responsabil de implementarea mecanismelor de asigurare \u015fi \u00eembun\u0103t\u0103\u0163ire a calit\u0103\u0163ii, \u00een concordan\u0163\u0103 cu standardele na\u0163ionale \u015fi europene.<\/p>\n\n\n\n<p>De asemenea, <em>competen\u0163ele privind managementul resurselor umane<\/em> presupun recrutarea, selec\u0163ia, evaluarea \u015fi dezvoltarea profesional\u0103 a personalului didactic, didactic auxiliar \u015fi administrativ. Managerul educa\u0163ional are rolul de a crea un climat organiza\u0163ional pozitiv, de a stimula colaborarea \u015fi de a sus\u0163ine formarea continu\u0103, \u00een vederea cre\u015fterii performan\u0163ei institu\u0163ionale. \u00cen aceast\u0103 dimensiune, abilit\u0103\u0163ile de comunicare, negociere \u015fi rezolvare a conflictelor devin esen\u0163iale.<\/p>\n\n\n\n<p>Nu \u00een ultimul r\u00e2nd, <em>competen\u0163ele privind dezvoltarea rela\u0163iei \u015fcoal\u0103 \u2013 comunitate<\/em> eviden\u0163iaz\u0103 rolul institu\u0163iei de \u00eenv\u0103\u0163\u0103m\u00e2nt ca actor social activ. Directorul trebuie s\u0103 dezvolte parteneriate cu autorit\u0103\u0163ile locale, p\u0103rin\u0163ii, organiza\u0163iile non-guvernamentale \u015fi mediul economic, contribuind la integrarea \u015fcolii \u00een comunitate \u015fi la adaptarea ofertei educa\u0163ionale la nevoile acesteia.<\/p>\n\n\n\n<p>Privite \u00een ansamblu, aceste competen\u0163e reflect\u0103 o schimbare de paradigm\u0103 \u00een managementul educa\u0163ional, de la o abordare predominant administrativ\u0103 la una strategic\u0103, centrat\u0103 pe leadership, performan\u0163\u0103 \u015fi responsabilitate social\u0103, consolid\u00e2nd statutul managerului \u015fcolar ca profesionist al educa\u0163iei \u015fi agent al schimb\u0103rii organiza\u0163ionale, cu condi\u0163ia ca drumul de la teorie la practic\u0103 s\u0103 nu fie unul anevoios. \u00cen caz contrar, ca \u015fi p\u00e2n\u0103 acum, directorul de \u015fcoal\u0103 va trebui s\u0103 fie, simultan, un strateg vizionar, contabil atent, psiholog de criz\u0103, mediator \u00eentre p\u0103rin\u0163i \u015fi profesori, expert \u00een legisla\u0163ie, IT-ist de serviciu \u015fi, la nevoie, instalator autorizat, capabil s\u0103 scrie un proiect european diminea\u0163a \u015fi s\u0103 de\u015furubeze becul din sala de sport dup\u0103-amiaza, f\u0103r\u0103 s\u0103-i p\u00e2lp\u00e2ie autoritatea.<\/p>\n\n\n\n<p><strong><em>Prof. dr.
