{"id":23535,"date":"2022-12-19T14:46:22","date_gmt":"2022-12-19T14:46:22","guid":{"rendered":"http:\/\/www.slineamt.ro\/apostolul\/?p=23535"},"modified":"2022-12-19T14:46:22","modified_gmt":"2022-12-19T14:46:22","slug":"federatia-sindicatelor-libere-din-invatamant-romania","status":"publish","type":"post","link":"https:\/\/www.slineamt.ro\/apostolul\/viata-sindicala-imperative\/federatia-sindicatelor-libere-din-invatamant-romania\/","title":{"rendered":"<strong>Federa\u0163ia Sindicatelor Libere din \u00cenv\u0103\u0163\u0103m\u00e2nt, Rom\u00e2nia<\/strong>"},"content":{"rendered":"<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><a href=\"http:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2022\/12\/03-ap256-foto1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"156\" height=\"161\" src=\"http:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2022\/12\/03-ap256-foto1.jpg\" alt=\"\" class=\"wp-image-23536\"\/><\/a><\/figure>\n<\/div>\n\n\n<p><strong>REZOLU\u0162IE<\/strong><\/p>\n\n\n\n<p><strong>Delega\u0163ii la Conferin\u0163a Na\u0163ional\u0103 a Federa\u0163iei Sindicatelor Libere din \u00cenv\u0103\u0163\u0103m\u00e2nt, desf\u0103\u015furat\u0103 \u00een perioada 24-26 noiembrie 2022, la Sinaia, reprezentan\u0163i ai celor aproximativ 155.000 de membri ai organiza\u0163iilor sindicale afiliate, constat\u00e2nd c\u0103:<\/strong><\/p>\n\n\n\n<p><strong>1. \u00eenv\u0103\u0163\u0103m\u00e2ntul rom\u00e2nesc continu\u0103 s\u0103 fie un domeniu neatractiv pentru absolven\u0163ii performan\u0163i ai \u00eenv\u0103\u0163\u0103m\u00e2ntului superior<\/strong>, principalele cauze fiind salariile nemotivante, foarte mici \u00een compara\u0163ie cu salariile altor categorii de personal pl\u0103tite din fonduri publice, condi\u0163iile de munc\u0103 din \u015fcolile din Rom\u00e2nia, lipsa de stabilitate legislativ\u0103 \u015fi de predictibilitate a sistemului;<\/p>\n\n\n\n<p><strong>2. v\u00e2rsta medie a cadrelor didactice continu\u0103 s\u0103 fie ridicat\u0103<\/strong>, peste 60.000 dintre acestea av\u00e2nd mai mult de 50 de ani, factor coroborat cu num\u0103rul foarte mare de personal didactic necalificat\/ \u00een curs de calificare, \u00eencadrat \u00een sistemul educa\u0163ional (aproximativ 4.000 de cadre didactice f\u0103r\u0103 studii de specialitate, caz unic \u00een r\u00e2ndul \u0163\u0103rilor membre ale U.E.);<\/p>\n\n\n\n<p><strong>3. puterea de cump\u0103rare a salaria\u0163ilor din \u00eenv\u0103\u0163\u0103m\u00e2nt cunoa\u015fte o sc\u0103dere accentuat\u0103<\/strong>, mai ales \u00een ultimul an, din cauza cre\u015fterii galopante a infla\u0163iei \u015fi a pre\u0163urilor la produsele de consum de baz\u0103 \u015fi la utilit\u0103\u0163i;<\/p>\n\n\n\n<p><strong>4. continu\u0103 politica de subfinan\u0163are cronic\u0103 a sistemului de \u00eenv\u0103\u0163\u0103m\u00e2nt<\/strong>, prin alocarea anual\u0103 de fonduri iresponsabil de mici, pu\u0163in peste 3% din P. I. B., \u00een condi\u0163iile \u00een care media \u00een Uniunea European\u0103 este de aproximativ 4,75%;<\/p>\n\n\n\n<p><strong>5. lipsesc sau sunt total insuficiente investi\u0163iile necesare pentru dezvoltarea \u015fi modernizarea infrastructurii sistemului de \u00eenv\u0103\u0163\u0103m\u00e2nt \u015fi de formare profesional\u0103<\/strong> \u2013 modernizarea, dar \u015fi construirea de cre\u015fe, gr\u0103dini\u0163e, \u015fcoli gimnaziale, \u015fcoli profesionale, licee, s\u0103li \u015fi terenuri de sport, ateliere-\u015fcoal\u0103, cabinete medicale \u015fi stomatologice, astfel \u00eenc\u00e2t s\u0103 oferim pre\u015fcolarilor \u015fi elevilor din Rom\u00e2nia standarde ridicate de infrastructur\u0103 \u015fi un act educa\u0163ional de calitate;<\/p>\n\n\n\n<p><strong>6. ne confrunt\u0103m cu o insuficient\u0103 schem\u0103 de \u00eencadrare cu personal<\/strong>, mai ales \u00een cazul personalului didactic auxiliar \u015fi nedidactic;<\/p>\n\n\n\n<p><strong>7. \u015fcoala rom\u00e2neasc\u0103 este din ce \u00een ce mai neatractiv\u0103<\/strong> pentru un procent mare de elevi, deoarece competen\u0163ele dob\u00e2ndite la absolvirea studiilor, nu le permit integrarea socio-economic\u0103, \u00een contextul unei pie\u0163e a for\u0163ei de munc\u0103 tot mai complexe;<\/p>\n\n\n\n<p><strong>8. exist\u0103 o stare de incertitudine \u015fi de confuzie \u00een r\u00e2ndul angaja\u0163ilor<\/strong> ca urmare a modific\u0103rilor care urmeaz\u0103 s\u0103 fie aduse noii legi privind sistemul de \u00eenv\u0103\u0163\u0103m\u00e2nt preuniversitar, dar \u015fi \u00een ceea ce prive\u015fte legea salariz\u0103rii.<\/p>\n\n\n\n<p>ADOPT\u0102 REZOLU\u0162IA<\/p>\n\n\n\n<p>\u201eSALARII MOTIVANTE, INFRASTRUCTUR\u0102 \u015eCOLAR\u0102 ADECVAT\u0102 \u015eI LEGISLA\u0162IE COERENT\u0102 = \u00ceNV\u0102\u0162\u0102M\u00c2NT PERFORMANT\u201d<\/p>\n\n\n\n<p>solicit\u00e2nd:<\/p>\n\n\n\n<p>1. a) <strong>aplicarea \u00een integralitate, \u00een regim de urgen\u0163\u0103, a prevederilor Legii \u2013 cadru nr. 153\/2017 pentru to\u0163i salaria\u0163ii din \u00eenv\u0103\u0163\u0103m\u00e2nt<\/strong> \u015fi acordarea unei index\u0103ri suplimentare a salariilor, astfel \u00eenc\u00e2t s\u0103 fie acoperit\u0103 cre\u015fterea galopant\u0103 a pre\u0163urilor la bunuri \u015fi servicii, precum \u015fi rata infla\u0163iei, care afecteaz\u0103 grav statutul social, situa\u0163ia material\u0103 \u015fi condi\u0163ia uman\u0103 a salaria\u0163ilor din sistemul de \u00eenv\u0103\u0163\u0103m\u00e2nt preuniversitar de stat din Rom\u00e2nia;<\/p>\n\n\n\n<p>b) <strong>cuprinderea tuturor func\u0163iilor din sistemul educa\u0163ional \u00eentr-o singur\u0103 anex\u0103 la noua lege-cadru de salarizare<\/strong>, astfel \u00eenc\u00e2t pozi\u0163ionarea salaria\u0163ilor din \u00eenv\u0103\u0163\u0103m\u00e2ntul preuniversitar de stat \u00een grila de salarizare s\u0103 fie superioar\u0103 celei actuale \u015fi s\u0103 corespund\u0103 \u00een mod obiectiv complexit\u0103\u0163ii, importan\u0163ei sociale \u015fi responsabilit\u0103\u0163ii muncii lor;<\/p>\n\n\n\n<p>c) <strong>acordarea sporurilor pentru condi\u0163ii de munc\u0103 salaria\u0163ilor din educa\u0163ie<\/strong>, \u00eenl\u0103tur\u00e2ndu-se discriminarea acestora \u00een raport cu celelalte categorii de bugetari care beneficiaz\u0103 de aceste sporuri;<\/p>\n\n\n\n<p>2. <strong>asigurarea de resurse financiare substan\u0163iale pentru finan\u0163area educa\u0163iei<\/strong>, condi\u0163ie esen\u0163ial\u0103 pentru dezvoltarea sistemului de \u00eenv\u0103\u0163\u0103m\u00e2nt \u015fi evolu\u0163ia \u00eentregii societ\u0103\u0163i rom\u00e2ne\u015fti;<\/p>\n\n\n\n<p>3. <strong>reformarea programelor \u015fcolare<\/strong> astfel \u00eenc\u00e2t competen\u0163ele dob\u00e2ndite s\u0103 fie corelate cu exigen\u0163ele impuse de realit\u0103\u0163ile economiei rom\u00e2ne\u015fti. Astfel, se asigur\u0103 integrarea absolven\u0163ilor pe pia\u0163a muncii, iar \u00eembun\u0103t\u0103\u0163irea inser\u0163iei profesionale a elevilor va conduce, \u00een timp, la cre\u015fterea prestigiului cadrelor didactice, a \u015fcolii rom\u00e2ne\u015fti \u00een ansamblul ei;<\/p>\n\n\n\n<p>4. <strong>alocarea de fonduri de la bugetul de stat<\/strong>, pentru aducerea infrastructurii \u015fcolare \u015fi a dot\u0103rilor din unit\u0103\u0163ile de \u00eenv\u0103\u0163\u0103m\u00e2nt la standardele necesare, astfel \u00eenc\u00e2t s\u0103 se poat\u0103 desf\u0103\u015fura un \u00eenv\u0103\u0163\u0103m\u00e2nt de calitate pentru to\u0163i copiii acestei \u0163\u0103ri, indiferent de mediul urban sau rural \u00een care sunt situate unit\u0103\u0163ile \u015fcolare;<\/p>\n\n\n\n<p>5. <strong>elaborarea unui pachet legislativ coerent \u00een domeniul \u00eenv\u0103\u0163\u0103m\u00e2ntului<\/strong>, menit s\u0103 nu fie supus unui proces de modificare \u015fi completare permanent\u0103. Stabilitatea legisla\u0163iei specifice va genera predictibilitate \u00een politicile educa\u0163ionale, absolut necesar\u0103 at\u00e2t pentru beneficiarii educa\u0163iei, dar mai ales pentru personalul din sistem.
