Considera\u0163ii generale:<\/strong><\/p>\n\n\n\n<p>Legea 141\/2025 \u2013 cunoscut\u0103 ca Pachetul fiscal I \u2013 a fost adoptat\u0103 prin angajarea r\u0103spunderii Guvernului \u00een luna iulie 2025, ca decizie politic\u0103 iresponsabil\u0103, <strong>f\u0103r\u0103 analize de impact, f\u0103r\u0103 dialog social<\/strong> \u015fi <strong>f\u0103r\u0103 asumarea consecin\u0163elor<\/strong>, trat\u00e2nd \u00eenv\u0103\u0163\u0103m\u00e2ntul rom\u00e2nesc ca pe o zon\u0103 de sacrificiu, ca instrument de acoperire \u015fi compensare a dezechilibrelor bugetare, create \u00een alte zone ale guvern\u0103rii.<\/p>\n\n\n\n<p>Subfinan\u0163area sistemului na\u0163ional de educa\u0163ie a devenit o politic\u0103 permanent\u0103, \u00een ciuda importan\u0163ei domeniului, reflectat\u0103 \u00een dezvoltarea, stabilitatea \u015fi siguran\u0163a \u0163\u0103rii.<\/p>\n\n\n\n<p>Un sistem educa\u0163ional subfinan\u0163at nu poate livra performan\u0163\u0103, nu este stabil \u015fi nu asigur\u0103 egalitate de \u015fanse; poate doar s\u0103 supravie\u0163uiasc\u0103 de la un an la altul, sacrific\u00e2nd \u015fansele reale ale copiilor la un parcurs educa\u0163ional solid \u015fi predictibil.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><a href=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto2-1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"416\" height=\"288\" src=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto2-1.jpg\" alt=\"\" class=\"wp-image-28752\" style=\"width:466px;height:auto\" srcset=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto2-1.jpg 416w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto2-1-300x208.jpg 300w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto2-1-260x180.jpg 260w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto2-1-160x111.jpg 160w\" sizes=\"auto, (max-width: 416px) 100vw, 416px\" \/><\/a><\/figure>\n<\/div>\n\n\n<p>M\u0103surile de austeritate impuse de aplicarea Legii 141\/2025, grefate pe subfinan\u0163area cronic\u0103 a sistemului de peste 26 de ani:<\/p>\n\n\n\n<p>\u25cf au distrus echilibre fragile din sistemul de educa\u0163ie;<\/p>\n\n\n\n<p>\u25cf au \u00eenc\u0103lcat drepturile elevilor;<\/p>\n\n\n\n<p>\u25cf au atacat statutul cadrelor didactice;<\/p>\n\n\n\n<p>\u25cf au amplificat haosul institu\u0163ional;<\/p>\n\n\n\n<p>\u25cf au generat o adev\u0103rat\u0103 criz\u0103 a sistemului de educa\u0163ie care traverseaz\u0103 cea mai grea perioad\u0103 din ultimii 35 de ani.<\/p>\n\n\n\n<p>Rom\u00e2nia are unul dintre cele mai mici bugete pentru educa\u0163ie din Uniunea European\u0103 \u015fi raportat la acest aspect, Comisia European\u0103 subliniaz\u0103 c\u0103 \u0163ara noastr\u0103 \u00eenregistreaz\u0103 cea mai ridicat\u0103 rat\u0103 de analfabetism func\u0163ional (peste 44%, conform rezultatelor PISA) \u015fi diferen\u0163e majore de acces la educa\u0163ie \u00eentre mediul urban \u015fi rural.<\/p>\n\n\n\n<p>Consecin\u0163ele sociale, democratice \u015fi economice ale m\u0103surilor de austeritate justificate de Guvern prin reducerea deficitului, vor fi uria\u015fe: abandonul \u015fcolar va cre\u015fte, inegalit\u0103\u0163ile se vor ad\u00e2nci iar capacitatea \u0163\u0103rii de a forma cet\u0103\u0163eni liberi \u015fi competen\u0163i va fi grav afectat\u0103.<\/p>\n\n\n\n<p><strong>II. M\u0103surile de austeritate aplicate sistemului de educa\u0163ie prin Legea 141\/2025. Impactul na\u0163ional\/ jude\u0163ean<\/strong><\/p>\n\n\n\n<p><strong>1. Cre\u015fterea normei didactice de predare cu 2 ore\/ 4 ore a generat:<\/strong><\/p>\n\n\n\n<p><strong>\u2022 mai mult\u0103 munc\u0103 pentru acela\u015fi salariu;<\/strong><\/p>\n\n\n\n<p><strong>\u2022 restr\u00e2ngeri de activitate ale profesorilor titulari \u015fi suplinitori califica\u0163i (la nivel na\u0163ional \u2013 nu s-a comunicat oficial; la nivelul jud. Neam\u0163 \u2013 22 restr\u00e2ngeri nerezolvate);<\/strong><\/p>\n\n\n\n<p><strong>\u2022 apari\u0163ia normelor \u201emozaic\u201d prin complet\u0103ri de norm\u0103, cu ore \u00een afara specializ\u0103rii (la nivel na\u0163ional = 2.436 adic\u0103: 1,4% dintre profesorii titulari, la nivelul jud. Neam\u0163 = 376, din care: 310 complet\u0103ri \u00een unitatea de \u00eenv\u0103\u0163\u0103m\u00e2nt, 66 complet\u0103ri \u00een alte unit\u0103\u0163i de \u00eenv\u0103\u0163\u0103m\u00e2nt);<\/strong><\/p>\n\n\n\n<p><strong>\u2022 dispari\u0163ia a circa 16.000 de norme \u201eeconomisite\u201d astfel:<\/strong><\/p>\n\n\n\n<p><strong>&#8211; 7.990 \u2013 \u00eenv. gimnazial, 5.965 \u2013 \u00eenv. liceal, 162 \u2013 \u00eenv. profesional<\/strong><\/p>\n\n\n\n<p><strong>&#8211; 1.883 \u2013 \u00eenv. primar \u015fi pre\u015fcolar.<\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><a href=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto3.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"267\" height=\"378\" src=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto3.jpg\" alt=\"\" class=\"wp-image-28753\" style=\"width:364px;height:auto\" srcset=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto3.jpg 267w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto3-212x300.jpg 212w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto3-260x368.jpg 260w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto3-160x227.jpg 160w\" sizes=\"auto, (max-width: 267px) 100vw, 267px\" \/><\/a><\/figure>\n<\/div>\n\n\n<p><strong>2. Cre\u015fterea efectivelor de pre\u015fcolari\/elevi la grup\u0103\/clas\u0103 (p\u00e2n\u0103 la 34 elevi la clasele de liceu \u015fi cu p\u00e2n\u0103 la 6 elevi \u00een celelalte clase) a generat:<\/strong><\/p>\n\n\n\n<p><strong>\u2022 Dispari\u0163ia a 2.000 de norme\/posturi didactice, la nivel na\u0163ional;<\/strong><\/p>\n\n\n\n<p><strong>\u2022 Diminuarea num\u0103rului de clase\/forma\u0163iuni de studiu \u015fi reapari\u0163ia \u00eenv\u0103\u0163\u0103m\u00e2ntului simultan:<\/strong><\/p>\n\n\n\n<p><strong>&#8211; la nivel na\u0163ional = 6.635 clase cu 95.469 elevi (\u00een rural: 6.308 cu 90.559 elevi, \u00een urban: 327 cu 4.910 elevi);<\/strong><\/p>\n\n\n\n<p><strong>&#8211; la nivelul jud. Neam\u0163 = 60 clase \u00een \u00eenv. primar, \u00een 30 unit\u0103\u0163i; = 14 clase \u00een \u00eenv. gimnazial \u00een 12 unit\u0103\u0163i.<\/strong><\/p>\n\n\n\n<p><strong>3. Comasarea unit\u0103\u0163ilor de \u00eenv\u0103\u0163\u0103m\u00e2nt \u015fi destructurarea institu\u0163ional\u0103<\/strong><\/p>\n\n\n\n<p><strong>\u2022 Cre\u015fterea num\u0103rului de elevi\/pre\u015fcolari de la 300 la 500 pentru dob\u00e2ndirea personalit\u0103\u0163ii juridice a unit\u0103\u0163ii de \u00eenv\u0103\u0163\u0103m\u00e2nt \u015fi dispari\u0163ia func\u0163iilor de conducere (900 directori\/directori adjunc\u0163i) \u015fi concedieri \u00een r\u00e2ndul personalului didactic auxiliar \u015fi administrativ din respectivele unit\u0103\u0163i:<\/strong><\/p>\n\n\n\n<p><strong>&#8211; la nivel na\u0163ional au pierdut personalitatea juridic\u0103 peste 500 unit\u0103\u0163i de \u00eenv\u0103\u0163\u0103m\u00e2nt;<\/strong><\/p>\n\n\n\n<p><strong>&#8211; la nivelul jude\u0163ului Neam\u0163 au pierdut personalitate juridic\u0103 9 unit\u0103\u0163i de \u00eenv\u0103\u0163\u0103m\u00e2nt reorganizate astfel:<\/strong><\/p>\n\n\n\n<p>a) Colegiul tehnic de transporturi Piatra-Neam\u0163 preia Colegiul Tehnic Forestier \u015fi \u015ecoala Postliceal\u0103 Sanitar\u0103;<\/p>\n\n\n\n<p>b) <strong>Colegiul Tehnic \u201eIon Creang\u0103\u201d Tg. Neam\u0163 preia<\/strong> \u015ecoala Gimnazial\u0103 \u201eIon Creang\u0103\u201d Tg. Neam\u0163;<\/p>\n\n\n\n<p>c) <strong>Colegiul Tehnic \u201ePetru Poni\u201d Roman preia<\/strong> \u015ecoala Gimnazial\u0103 \u201eCalistrat Hoga\u015f\u201d Roman;<\/p>\n\n\n\n<p>d) <strong>Liceul Teologic \u201eEp. Melchisedec\u201d Roman preia<\/strong> \u015ecoala de Art\u0103 \u201eSergiu Celibidache\u201d Roman;<\/p>\n\n\n\n<p>e) <strong>Liceul \u201eIon Ionescu de la Brad\u201d Horia preia<\/strong> \u015ecoala Gimnazial\u0103 \u201eCarmen Sylva\u201d Horia;<\/p>\n\n\n\n<p>f) <strong>\u015ecoala Profesional\u0103 Adjudeni preia<\/strong> \u015ecoala Gimnazial\u0103 T\u0103m\u0103\u015feni;<\/p>\n\n\n\n<p>g) <strong>\u015ecoala Profesional\u0103 Oglinzi preia<\/strong> \u015ecoala Gimnazial\u0103 nr.1 R\u0103uce\u015fti;<\/p>\n\n\n\n<p>h) <strong>\u015ecoala Gimnazial\u0103 Borle\u015fti preia<\/strong> \u015ecoala Gimnazial\u0103 Ruseni.<\/p>\n\n\n\n<p><strong>4.<\/strong> <strong>Cre\u015fterea obliga\u0163iei de catedr\u0103 pentru directori \u015fi inspectori de la 6 ore la 10 ore (50% din norma de predare) iar pentru directorii CCD, CJRAE \u015fi Centrele de activit\u0103\u0163i extra\u015fcolare la 14 ore<\/strong> \u2013 conduce la imposibilitatea practic\u0103 \u015fi obiectiv\u0103 de a exercita func\u0163iile de management.<\/p>\n\n\n\n<p><strong>5.<\/strong> <strong>Sc\u0103derea dramatic\u0103 a tarifului pentru plata cu ora (540.000 de ore la plata cu ora, \u00een anul \u015fcolar 2025\/2026)<\/strong> \u2013 face imposibil\u0103 atribuirea orelor r\u0103mase libere \u00een regim de plata cu ora din cauza remunera\u0163iei derizorii (o or\u0103 prestat\u0103 de un debutant = 22 lei \/ o or\u0103 prestat\u0103 de un profesor cu grad didactic I peste 25 ani vechime = 37 lei\/ \u2013 tariful orar al unui muncitor necalificat).<\/p>\n\n\n\n<p>La nivelul jude\u0163ului Neam\u0163, la 24 septembrie 2025, au r\u0103mas neocupate 897 de ore la plata cu ora.<\/p>\n\n\n\n<p><strong>6.<\/strong> <strong>Reducerea fondului de burse pentru \u00eenv\u0103\u0163\u0103m\u00e2ntul preuniversitar cu circa 40%<\/strong> \u2013 are ca efect dispari\u0163ia a 4 din 6 tipuri de burse, excluz\u00e2nd categorii \u00eentregi de elevi. Cele dou\u0103 categorii de burse care au r\u0103mas \u00een anul \u015fcolar 2025 &#8211; 2026 sunt:<\/p>\n\n\n\n<p>\u2022 bursele sociale \u2013 sunt incluse aici \u015fi bursele pentru mame minore;<\/p>\n\n\n\n<p>\u2022 bursele de merit \u2013 p\u00e2n\u0103 la maximum 15% dintr-o clas\u0103, cu condi\u0163ia unei note minime de 9;<\/p>\n\n\n\n<p><strong>7.<\/strong> <strong>Eliminarea indemniza\u0163iei de hran\u0103 \u015fi a voucherelor de vacan\u0163\u0103 pentru personalul din \u00eenv\u0103\u0163\u0103m\u00e2nt cu salarii peste 6000 lei net.<\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><a href=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto4.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"259\" height=\"378\" src=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto4.jpg\" alt=\"\" class=\"wp-image-28754\" style=\"width:373px;height:auto\" srcset=\"https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto4.jpg 259w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto4-206x300.jpg 206w, https:\/\/www.slineamt.ro\/apostolul\/wp-content\/uploads\/2026\/04\/02-ap293-foto4-160x234.jpg 160w\" sizes=\"auto, (max-width: 259px) 100vw, 259px\" \/><\/a><\/figure>\n<\/div>\n\n\n<p><strong>III. CONCLUZII<\/strong><\/p>\n\n\n\n<p>Consecin\u0163ele aplic\u0103rii m\u0103surilor impuse de Legea 141\/2025 se manifest\u0103 prin:<\/p>\n\n\n\n<p>1. Men\u0163inerea subfinan\u0163\u0103rii sistemului de educa\u0163ie:<\/p>\n\n\n\n<p>&#8211; \u00een anul 2026, guvernul aloc\u0103 57,3 miliarde lei, adic\u0103 2,8% din PIB, mai pu\u0163in cu 3 miliarde fa\u0163\u0103 de 2025 \u2013 o sc\u0103dere cu 14% fa\u0163\u0103 de aloc\u0103rile din 2025.<\/p>\n\n\n\n<p>Observa\u0163ie: <strong>Legea \u00cenv\u0103\u0163\u0103m\u00e2ntului Preuniversitar nr. 198\/2023 oblig\u0103 la un buget de 123 miliarde lei;<\/strong><\/p>\n\n\n\n<p>2. Degradarea calit\u0103\u0163ii actului educa\u0163ional \u015fi destructurarea;<\/p>\n\n\n\n<p>3. Imposibilitatea real\u0103 de a organiza demersul didactic centrat pe elev \u015fi de a oferi siguran\u0163\u0103 elevilor, \u00een timpul programului \u015fcolar;<\/p>\n\n\n\n<p>4. Cre\u015fterea riscului de e\u015fec \u015fi abandon \u015fcolar;<\/p>\n\n\n\n<p>5. Declan\u015farea unei crize de personal \u00een \u00eenv\u0103\u0163\u0103m\u00e2ntul preuniversitar:<\/p>\n\n\n\n<p>\u25cf \u00een perioada septembrie \u2013 decembrie 2025 au p\u0103r\u0103sit sistemul de \u00eenv\u0103\u0163\u0103m\u00e2nt, prin demisie, 400 de profesori iar 156 func\u0163ioneaz\u0103 cu norm\u0103 incomplet\u0103;<\/p>\n\n\n\n<p>\u25cf 1\/3 dintre cadrele didactice au peste 50 de ani \u015fi doar15% au sub 30 de ani pentru c\u0103 <strong>profesia didactic\u0103 nu este atractiv\u0103 pentru tineri<\/strong>.<\/p>\n\n\n\n<p>Av\u00e2nd \u00een vedere cele expuse mai sus consider\u0103m necesar\u0103 redefinirea politicilor publice \u00een educa\u0163ie \u015fi urgentarea urm\u0103toarelor m\u0103suri:<\/p>\n\n\n\n<p>1. Anularea pachetului de austeritate impus de Legea 141\/2025 care vizeaz\u0103 \u00eenv\u0103\u0163\u0103m\u00e2ntul preuniversitar;<\/p>\n\n\n\n<p>2. Asumarea educa\u0163iei drept o prioritate na\u0163ional\u0103;<\/p>\n\n\n\n<p>3. Asumarea unui angajament public, ferm pentru cre\u015fterea treptat\u0103 a finan\u0163\u0103rii educa\u0163iei c\u0103tre pragul legal de 6% din PIB, \u00een urm\u0103torii 5 ani;<\/p>\n\n\n\n<p>4. Restaurarea statutului socioprofesional al cadrelor didactice, reformarea real\u0103 a curriculei, debirocratizarea \u015fi depolitizarea \u015fcolii pentru a furniza o educa\u0163ie la standarde europene;<\/p>\n\n\n\n<p>5.
